Principal Judge Lady Justice Jane Frances Abodo has stressed the urgent need for a standardized, comprehensive framework to govern the handling of court exhibits across Uganda. Speaking at a meeting of the Judiciary’s Law Reform Committee in Kampala, she highlighted that effective exhibit management is crucial for maintaining the integrity of the judicial process and improving the overall administration of justice.
Justice Abodo acknowledged that the management of exhibits has historically posed significant challenges for the courts. These issues include insufficient storage, difficulties in tracking items, instances of loss or deterioration, and a lack of clear procedures for custody, accountability, and the eventual release or disposal of evidence. The absence of a consistent approach has, at times, led to delays in case resolution and created administrative burdens.
As the Judiciary embraces modernization and digital transformation, the Principal Judge emphasized the importance of establishing clear guidelines. These guidelines should ensure the integrity of exhibits throughout a case’s lifecycle. The proposed “Constitution (Management of Exhibits) (Practice) Directions, 2026” aim to clarify roles, bolster accountability, improve chain-of-custody procedures, and promote transparency.
Justice Abodo urged committee members to thoroughly review the draft directions, considering their practicality, enforceability, and ability to address current and future challenges, including those related to electronic and digital exhibits. The goal is to create a framework that is efficient, responsive to court users’ needs, and contributes to more effective case management and public confidence in the justice system.
The draft directions were presented by Registrar Thadius Ayebare Tumwebaze, with the expectation that they will streamline exhibit handling, strengthen accountability, and support timely case disposal within the Judiciary.
