Iran’s Supreme Leader, Seyyed Mojtaba Khamenei, has disclosed his initial reservations about the recently signed memorandum of understanding between Tehran and Washington. In a televised address, his first since assuming leadership, Khamenei stated he only authorized the agreement after receiving firm guarantees from the Iranian leadership.

He explained that he had a “different view” on the negotiations but ultimately sanctioned the deal based on commitments from President Masoud Pezeshkian, as head of the Supreme National Security Council, to safeguard Iran’s sovereignty, nuclear rights, and regional interests. Khamenei stressed that the approval should not be misconstrued as an acceptance of US positions, warning against further demands.

The memorandum, signed by Presidents Pezeshkian and Donald Trump, initiates a 60-day period for comprehensive negotiations covering Iran’s nuclear program, sanctions, regional security, and economic reconstruction. Key immediate outcomes include the reopening of the Strait of Hormuz and the cessation of the US naval blockade on Iran, as confirmed by US Central Command.

US Vice President JD Vance affirmed the agreement’s entry into force, stating that Iran would receive no sanctions relief or financial benefits without full compliance. President Pezeshkian presented the deal as a diplomatic achievement, asserting that Iran had negotiated without compromising its dignity. The framework includes a proposed $300 billion reconstruction program and envisages renewed investment and expanded energy exports, contingent on a final agreement.

Despite this diplomatic breakthrough, significant challenges persist, particularly regarding Iran’s nuclear activities, sanctions relief, and regional security. Khamenei’s cautious endorsement reflects these ongoing tensions, emphasizing that Iran will judge the agreement by its implementation.
