Ugandan Stakeholders Convene to Enhance Migrant Worker Recruitment Platform

Labour migration stakeholders in Uganda are actively working to enhance the Migrant Workers’ Recruitment Advisory Platform (MRA), a digital tool designed to foster ethical recruitment and protect Ugandan citizens working abroad.
A recent meeting in Kampala, attended by representatives from the Ministry of Gender, Labour and Social Development, employer federations, trade unions, and recruitment agencies, focused on reviewing the platform’s effectiveness. Discussions centered on identifying existing shortcomings and devising strategies to improve collaboration among all entities involved in labour migration management.
Participants stressed the critical need for better coordination between government bodies, recruitment firms, unions, and migrant worker support groups. This improved synergy is intended to ensure that Ugandans pursuing overseas employment receive accurate information and comprehensive protection.
Enhanced information sharing is expected to play a vital role in combating labour exploitation, reducing human trafficking, and ensuring adherence to both national and international labour standards. The Ministry of Gender, Labour and Social Development reiterated the government’s commitment to enforcing the Externalization of Labour Regulations, 2021.
Recruitment agencies and support organizations called for increased transparency in the recruitment process and more efficient systems for addressing grievances of migrant workers facing abuse or exploitation. A recurring sentiment was that the platform must evolve into a comprehensive tool for accountability, guidance, and protection.
The meeting concluded with a commitment to establish a technical working group to implement proposed improvements within 30 days. Joint public awareness campaigns are also planned to educate prospective migrant workers on safe migration, legal recruitment, and their rights abroad.
Uganda remains a significant labour-exporting nation, with many citizens working in the Middle East. While this provides employment and remittances, concerns persist regarding issues like wage non-payment, poor working conditions, and exploitation. Experts believe that strengthened collaboration across the migration value chain is essential to tackle these challenges and ensure safe, orderly migration.
Mbonera Edgar, ICT Head at the Ministry of Gender, Labour and Social Development, acknowledged the platform’s potential to supplement government efforts in promoting safe labour migration through improved access to information and oversight.
