Mpigi District Faces Service Delivery Risk Amidst Political Power-Sharing

New leadership in Mpigi District has brought to light deep partisan divisions, sparking worries about the future of essential services. The district chairperson, Mr. Peter Kawuki of the National Unity Platform (NUP), recently unveiled his executive committee, following a delay that had fueled speculation.

Despite the chairperson’s NUP affiliation, the district council’s leadership structure is marked by a power-sharing deal. The National Resistance Movement (NRM) secured the positions of speaker and deputy speaker, while NUP councillors took the executive secretary roles. Adding to the complexity, an NRM councillor was appointed as the district vice chairperson, a move that has drawn criticism from some NUP supporters who question empowering a senior member of the opposing party.

However, others view this arrangement as a pragmatic effort to navigate the district’s political landscape. With the NRM holding a significant majority of 19 out of 26 council seats, cooperation is essential for the NUP-led executive to implement its agenda. District Woman MP Teddy Nambooze emphasized that the chairperson’s decision aims to foster collaboration for the district’s development, prioritizing service over political rivalry.

Political analysts caution that this balancing act could either promote inclusivity or ignite prolonged rivalries, ultimately impacting service delivery. The imbalance of power is already evident, with NUP reportedly securing only one committee chairmanship despite controlling the district’s top executive office. The success of the new leadership hinges on their ability to manage political interests alongside public expectations for improved roads, healthcare, and education.

Chairperson Kawuki has pledged to prioritize competence, combat corruption, and enhance accountability, alongside initiatives to bring district leaders closer to the communities they serve. Residents, however, remain cautiously optimistic, stressing that political cooperation is crucial for fulfilling campaign promises and addressing pressing issues like youth unemployment and infrastructure deficiencies.
