Mpigi District Faces Service Delivery Hurdles Amidst Political Power-Sharing

Political tensions are simmering in Mpigi District as the newly sworn-in LC5 Chairperson, Mr. Peter Kawuki of the National Unity Platform (NUP), navigates a complex political landscape. His recent unveiling of the District Executive Committee has highlighted deep partisan divisions, raising concerns about the future of service delivery.

Following his election, Mr. Kawuki delayed appointing his executive team, initially citing the need for consensus after ruling National Resistance Movement (NRM) councillors secured the positions of speaker and deputy speaker. However, the subsequent appointments, which include an NRM councillor as vice chairperson and NUP councillors heading key executive secretary roles, have created a power-sharing dynamic that has drawn mixed reactions.

While some NUP supporters have voiced apprehension, questioning the elevation of an NRM cadre and fearing a dilution of their party’s political influence, others see the move as a pragmatic approach to governance in a council where the NRM holds a significant majority. The NRM controls 19 out of 26 council seats, a disparity that has already impacted committee chair appointments, with NUP reportedly securing only one.

Lawmakers and analysts suggest that this balancing act could either foster inclusivity or ignite prolonged political rivalries, ultimately impacting the delivery of essential services. “Mr. Kawuki is leading a district where his party is a minority in council. Any major policy proposal or programme implementation will require cooperation from councillors belonging to another political camp,” noted political analyst Hamza Kalyango. The electorate, however, remains focused on tangible improvements, such as roads, healthcare, and education, rather than partisan victories.

Chairperson Kawuki has pledged to prioritize competence, accountability, and service delivery, vowing to tackle corruption and enhance local revenue management. He also plans mobile outreach programs to connect with communities. Despite these commitments, residents emphasize that cooperation among leaders will be crucial for fulfilling campaign promises and addressing the pressing needs of the district. The leadership assumes office amidst public demands for better infrastructure, healthcare, education, and transparent public spending.
