Man Arrested for Allegedly Drugging and Robbing Women

A man identified as John Sembatya Kaggwa, 50, is in custody in Jinja over allegations of drugging and robbing several women. Kaggwa, a resident of Nansana Municipality, Wakiso District, is believed to have preyed on women, befriending them before incapacitating them with sedatives to steal their money and property.
One of the alleged victims, Pastor Caroline Nakanwagi, recounted an encounter in May 2026. She met a man who introduced himself as Francis M Kakwadi, a wealthy businessman. After discussing potential business, including the export of Nile Perch swim bladders, the man offered to buy a vehicle. During their search for a car, Kaggwa allegedly offered Pastor Nakanwagi a drink, after which she lost consciousness. She later woke up in a hospital, having been drugged and robbed of Shs4.79 million from her ATM and Shs1.79 million from her mobile money.
Police investigations, aided by CCTV footage from a restaurant where the two met, showed Kaggwa allegedly administering a substance to Pastor Nakanwagi’s drink. This led to the recovery of Kaggwa’s real identity and subsequent tracking.
Upon arrest, police found Kaggwa with contact information for numerous other individuals, many of whom were women reporting similar experiences. These victims claimed Kaggwa had sedated them and stolen merchandise from their shops and money from their homes. The suspect was apprehended on June 2 in a guest house in Wakiso District.
Kaggwa was arraigned before the Jinja Magistrates’ Court on June 5, facing charges of aggravated robbery, and was remanded to Kirinya Prison. His next court appearance is scheduled for July 6.
