The residence of former Kampala Lord Mayor Erias Lukwago was reportedly besieged at dawn by armed security operatives, leading to his detention under circumstances that have raised significant concerns about due process. According to Lukwago’s family, individuals who identified as soldiers scaled the perimeter fence of his Wakaliga home, wielding firearms and demanding his surrender.
Family members recounted a harrowing experience, stating that relatives present were assaulted, including Lukwago’s wife who was allegedly mistreated after inquiring about an arrest warrant. Mobile phones were reportedly confiscated, and the atmosphere was described as one of intense fear. These allegations suggest an operation that bypassed standard legal procedures, with no immediate official explanation offered.
The timing of the arrest has fueled speculation, particularly as Lukwago is representing prominent opposition figures and is involved in a case seeking to serve court documents on senior military officials, including Chief of Defence Forces Gen. Muhoozi Kainerugaba, over alleged social media threats.
Lukwago himself had reportedly noted an unusual security presence outside his home hours before his detention, describing “drones” and individuals in both civilian and military attire surrounding his residence without explanation.
In a perplexing turn, police spokesperson Kituuma Rusoke publicly stated ignorance regarding the arrest. This was juxtaposed with a series of social media posts from Gen. Muhoozi Kainerugaba, who, without initially naming Lukwago, posted taunting messages about capturing a “FOOL” and subjecting them to harsh treatment, even referencing learning Kiswahili and inflicting “hurt and pain.”
These pronouncements by the CDF, especially given his involvement in the litigation Lukwago is handling, create a perception of interference and potentially put legal representation at risk. The incident also highlights a lack of clarity regarding institutional responsibility for such operations, with conflicting accounts from the family, police, and military figures communicating via social media.
