Winnie Byanyima, the Executive Director of the UN HIV/AIDS Programme (UNAIDS), has voiced strong condemnation over the alleged abduction, torture, and public humiliation of former Kampala Lord Mayor Erias Lukwago.
Byanyima, writing on her X account, characterized the events not merely as an isolated incident targeting an individual, but as a broader assault on the fundamental principles of the rule of law and human rights protections.
Lukwago, who is representing opposition figure Dr. Kizza Besigye in a legal case, was reportedly apprehended by security operatives from his residence. Byanyima urged President Yoweri Museveni to step in and ensure accountability, expressing particular concern about the actions of security forces.
She also directed criticism towards the Chief of Defence Forces, Muhoozi Kainerugaba, accusing him of consistently operating with impunity. Byanyima cited previous incidents, including threats against Dr. Besigye and defiance of court orders, as evidence of this pattern.
“Your son and army commander has repeatedly demonstrated that he is above the law. He threatened to kill Dr. Kizza Besigye, defied court processes, and now Erias Lukwago, co-lead of Besigye’s defence team, has been brutalised,” Byanyima stated.
The arrest has drawn widespread criticism from human rights advocates, opposition parties, and the Uganda Law Society, all demanding explanations and Lukwago’s prompt release.
This incident occurs while Dr. Besigye is involved in treason-related charges following his alleged abduction from Nairobi in November 2024. As of the time of reporting, official statements from security authorities regarding Lukwago’s arrest and whereabouts have not been released.
