Gen. Muhoozi's PLU Expands Influence, Sparking Succession and Governance Concerns

The Patriotic League of Uganda (PLU), a group initially formed around Gen. Muhoozi Kainerugaba’s birthday celebrations, has rapidly evolved into a powerful entity with increasing reach into various government arms.
In a significant development, Gen. Muhoozi recently announced leadership changes within the PLU, bringing on board key figures from the legislature. Speaker of Parliament Jacob Oboth and Deputy Speaker Thomas Tayebwa have been appointed as special envoys to Parliament, signaling a deep integration of the PLU with the legislative branch.
“Thank you Chairman for the trust…We are going to work hard and ensure the vision of our leader is fully realised,” stated Tayebwa following his appointment.
High-ranking ministers, including the Minister for Defence and Veteran Affairs, Kiryowa Kiwanuka, and Minister for Agriculture, Frank Tumwebaze, have also taken on central roles within the PLU’s structure, which observers note closely mirrors that of the ruling National Resistance Movement (NRM).
This expansion follows President Museveni’s recent cabinet appointments, from which Gen. Muhoozi appears to have drawn key individuals for his organization. Constitutional lawyer Wandera Ogalo has voiced concerns, arguing that leaders of Parliament should have declined these appointments due to potential constitutional conflicts and the nature of the PLU.
“Both the Speaker and Deputy Speaker are lawyers. They know it’s unconstitutional for the CDF to constitute anything to do with politics,” Ogalo commented, emphasizing that the PLU exhibits characteristics of a political organization despite its civic group designation.
Gen. Muhoozi has asserted that the PLU remains aligned with the NRM and the current government, stating its objective is to help achieve President Museveni’s economic targets. He indicated these actions have the President’s endorsement, suggesting a long-term plan initiated years ago.
However, critics, such as Ogalo, view these developments as a calculated move to consolidate succession plans, suggesting a “parallel government” is forming under the guise of a pressure group, potentially undermining established governance structures.
The PLU, formerly the MK Movement, has been a subject of discussion regarding succession plans since allegations surfaced years ago. While registered as a civic organization, its active involvement in political mobilization and the strategic integration of government officials have intensified scrutiny over its true role and intentions.
