EAC Launches Consultations for Political Confederation Constitution in Rwanda

The East African Community (EAC) has officially begun national consultations in Kigali, Rwanda, focused on drafting a constitution for the envisioned EAC Political Confederation. This initiative represents a crucial milestone in the region’s ongoing pursuit of enhanced political integration.
The consultations involve a broad spectrum of stakeholders, including government officials, policymakers, civil society representatives, academics, and the private sector. Their input is vital for shaping the governance framework that could define the future of the eight-member regional bloc.
Launching the process, Rwanda’s Minister of State for Foreign Affairs, Dr. Usta Kayitesi, underscored the nation’s dedication to regional integration. She emphasized that collective action is essential for addressing regional opportunities and challenges, stating, “Rwanda’s commitment is grounded in the understanding that many of the region’s opportunities and challenges require collective action, noting that cooperation offers a stronger foundation for progress than working in isolation.”
Dr. Kayitesi urged Rwandans to actively participate by sharing their views and expectations for the Political Confederation, highlighting that public involvement is key to creating a constitution that truly represents East Africans’ interests. The EAC Secretariat, in partnership with the Rwandan government, is leading these consultations as part of a broader regional effort to gather diverse perspectives.
EAC Secretary General Amb. Stephen P. Mbundi affirmed that these engagements aim to ensure Rwanda’s viewpoints are fully integrated into the draft constitution. “These engagements are designed to deepen public participation in shaping the institutional and governance framework of the Political Confederation and to ensure that Rwanda’s perspectives are fully reflected in the draft Constitution,” he stated.
The consultations are scheduled to extend to other Rwandan districts, concluding on June 27. Participants will deliberate on critical aspects such as governance structures, citizen rights and responsibilities, and the overall political architecture of the community. This exercise follows similar consultations held in other EAC partner states, reinforcing the EAC’s commitment to a people-centered approach to integration.
