Can VP Alupo mend Teso's political rifts and deliver development?

Teso region finds itself at a critical juncture, with many hoping Vice President Jessica Alupo can bridge existing political divides and reignite development efforts. Following the 2021 general elections, Teso gained significant representation in government, including the Vice Presidency and the Speakership of Parliament, sparking hopes for unity and progress.
However, these aspirations have been tempered by emerging political rivalries, particularly in the wake of investigations into former Speaker Anita Among. Critics point to a lack of tangible achievements for the region, with leaders accused of focusing on personal gain and factionalism rather than collective advancement.
“These fights filtered down to the local governments,” observed Clement Oluma, an agricultural extension officer. “There are districts in Teso that the Vice President never visited during her first term… Such fights left the Teso agenda unattended to.”
Despite enjoying proximity to national power, residents lament the absence of a unified voice to champion Teso’s interests. Key infrastructure projects, such as essential road rehabilitation, were expected but did not materialize during the previous term.
With a reduced number of ministers from the region in the current cabinet, the onus is now on Vice President Alupo to foster collaboration. Her mobiliser, Grace Akello, expressed optimism, stating that most appointed ministers maintain a cordial relationship with Alupo. She believes the Vice President can steer Teso towards its goals, highlighting the importance of projects like irrigation and the ongoing restocking program.
Analysts suggest that Alupo’s success will depend on her ability to navigate the political landscape and overcome the residual effects of past divisions. The political climate in Teso has seen increased polarization, with some arguing that the ruling party’s dominance has weakened the region’s bargaining power.
“If it is genuinely in the government’s interest for Alupo to unite Teso, she may succeed. However, if the NRM government continues to thrive on divisions, then my sister Alupo will fail to unite Teso,” commented Mark Egadu, a local political mobiliser.
