President Museveni Urges New Cabinet to Make Corruption 'Main Enemy'

As Uganda’s newly appointed Cabinet ministers commence a crucial nine-day leadership retreat, President Yoweri Museveni has delivered a stern message: corruption must be considered the nation’s principal adversary.

During the opening of the retreat, President Museveni underscored that effective leadership transcends mere occupancy of office. He urged ministers to focus on delivering tangible results for Ugandans, moving beyond empty promises. His impassioned remarks centered on the pervasive issue of corruption, which he identified as a significant impediment to Uganda’s developmental agenda.

Recent reports highlight the staggering economic toll of corruption, with the Ombudsman’s June 2024 annual report estimating losses of Shs10 trillion—nearly half of the country’s domestic revenue collection. These leakages afflict various sectors, including environmental resources, education, contract royalties, judicial processes, and public procurement.

President Museveni reminded the ministers of the National Resistance Movement (NRM) government’s historical mandate: socio-economic transformation. The mission, he stated, is to transition every household from subsistence farming into the money economy through advancements in commercial agriculture, manufacturing, services, and ICT. The benchmark for leadership, he asserted, will be the ability to guide citizens toward wealth creation, value addition, and prosperity, fostering a robust middle and skilled working class.

The newly appointed 83-member Cabinet is tasked with implementing the NRM’s latest manifesto, themed “Protecting the gains as we make a qualitative leap into a high middle-income status.” This plan is aligned with the ambitious Tenfold Growth Strategy, aiming to expand Uganda’s GDP significantly by 2040. Key priorities include infrastructure development, wealth creation initiatives, job generation, market expansion, and enhanced service delivery in health, education, and security.

Vice President Jessica Alupo echoed the president’s sentiments, reaffirming the government’s stance of zero tolerance for corruption, inefficiency, and project delays. She stressed the commitment to timely program delivery and adherence to presidential directives, particularly in advancing the National Development Plan and transitioning Uganda to upper-middle-income status.
