Kabanda Resigns from PLU Citing 'Greed'; Muhoozi Restructures Leadership, Appoints Parliamentary Speakers

Internal strife within the Patriotic League of Uganda (PLU) has surfaced publicly following the resignation of its General Secretary, David Kabanda, who is also the MP for Kasambya County. Kabanda announced his departure on Sunday, citing accusations of selfishness, financial greed, and extortion among fellow insiders.
“There are some people in PLU who think that I am the one blocking their chances of getting what they want. Many are there for other interests like money—to con people,” Kabanda stated during his exit. He further elaborated that some individuals allegedly promise access to Gen. Muhoozi in exchange for money.
The resignation prompted an immediate reaction from PLU Chairman Gen. Muhoozi Kainerugaba. By Monday morning, Gen. Muhoozi had not only accepted Kabanda’s resignation but initiated a broad restructuring of the PLU Central Committee. Fadil Twalla, MP for Tingey County, has been appointed as the new General Secretary.
Originally established as the “MK Movement” and later rebranded as the PLU, the organization has been a key vehicle for mobilizing support for Gen. Muhoozi, son of President Yoweri Museveni. While presented as a civic organization aligned with the ruling NRM, political analysts often view it as a significant pressure group in Uganda’s political succession dynamics.
Gen. Muhoozi framed the leadership changes as a strategic evolution, necessary to address new challenges. He announced plans to appoint a fresh Central Committee membership in the coming months.
In a move that appears to integrate the PLU more closely with state structures, Gen. Muhoozi appointed prominent government figures to the Central Committee. Speaker of Parliament Jacob Marksons Oboth and Deputy Speaker Thomas Tayebwa were named “special envoys to Parliament.” Other appointed members include Minister of Defence Kiryowa Kiwanuka, Minister of Agriculture Frank Tumwebaze, and newly appointed Trade Minister Sanjay Tanna.
Despite Kabanda’s allegations of corruption, Gen. Muhoozi directed a formal handover ceremony and emphasized that PLU members in cabinet and parliament should align with the President’s economic goals, specifically the target of a $500 billion GDP by 2031. The restructuring signals Gen. Muhoozi’s intent to tighten discipline and position his allies within key state institutions as the country approaches the next political cycle.
