Court to rule on Kaddunabbi's bid to stay on as IRA boss

The High Court in Kampala will on June 29 decide whether former Insurance Regulatory Authority (IRA) CEO Alhaj Kaddunabbi Ibrahim Lubega can temporarily remain in his position. Justice Joyce Kavuma of the Civil Division set the date after both the IRA and Mr. Kaddunabbi’s legal teams informed the court they had filed all necessary submissions.
This application stems from the IRA’s decision not to recommend Mr. Kaddunabbi for a second five-year term. The Authority and its former Board chairman argue that Mr. Kaddunabbi’s contract expired on May 31, 2026, and that Protazio Sande has already been appointed as Acting Chief Executive Officer.
According to the IRA’s Board Secretary, Mr. Kaddunabbi’s contract was fixed-term from June 1, 2021, to May 31, 2026. He was reportedly asked to proceed on leave and complete a handover process, which has since concluded with Mr. Sande taking office.
The IRA contends that granting Kaddunabbi’s request would create confusion by having two CEOs simultaneously, potentially undermining governance and operations. The dispute originated from a board resolution in February 2026 that did not recommend Kaddunabbi for reappointment, citing concerns from internal reviews and audits.
Mr. Kaddunabbi has filed a judicial review application, asserting the board’s decision was illegal, irrational, and procedurally unfair. He claims he was denied a fair hearing despite positive performance evaluations and meeting reappointment criteria. Kaddunabbi, who has served the regulator for over 16 years in various capacities, argues he had a legitimate expectation of fair consideration for another term.
The court’s upcoming ruling on the interim application will determine if Mr. Kaddunabbi can resume his role while the substantive legal challenge proceeds.
