The boda boda, a ubiquitous motorcycle taxi service in Uganda, evokes both admiration for its utility in navigating congested urban centers and condemnation for its association with crime and violence. The brutal death of national rugby player Sydney Gongodyo, allegedly at the hands of a mob largely comprised of boda boda riders in Kampala’s Bukoto suburb, has intensified public scrutiny of the sector.
Gongodyo suffered severe injuries, including multiple skull fractures, during the alleged mugging incident, leading to his death. The swift arrest of one of the key suspects, Obed Mugwiisa, demonstrated a surprising efficiency, with boda boda riders themselves playing a role in the apprehension. This participation offered a stark illustration of how deeply intertwined some boda boda operators have become with the country’s security apparatus, a relationship cultivated over years.
This dynamic is not entirely new. The activities of groups like Boda Boda 2010, led by Abdallah Kitatta (who was later convicted of illegal firearm possession), previously brought this symbiotic, yet often illicit, relationship between boda boda operators and state elements into public view. Kitatta famously positioned himself as a conduit between the fraternity and the government, wielding considerable influence.
What began as a simple cross-border transport service, evolving from manually cycled bicycles to motorized motorcycles, primarily due to the efforts of businessmen like the late Bulaimu Muwanga Kibirige (BMK), has transformed into a sector with profound social and political implications. While providing a vital source of income for many, particularly the youth facing unemployment, the sector is also plagued by issues ranging from health risks for riders to involvement in criminal activities.
The tragic events surrounding Sydney Gongodyo’s death are now being viewed by critics as a critical moment for Uganda. Many are calling for stricter regulation of the often chaotic boda boda industry and a de-politicization of a sector that, in the eyes of many, has become untouchable, a far cry from its humble origins.
