President Yoweri Museveni officiated the swearing-in ceremony for Justice Moses Kawumi as Uganda’s new Deputy Chief Justice at State House Entebbe. The event underscored the administration’s dedication to enhancing the judicial system and ensuring broader access to justice for all citizens.

During the ceremony, President Museveni extended his congratulations to Justice Kawumi. He also commended the Judiciary, under the leadership of Chief Justice Alfonse Owiny-Dollo, for its ongoing reform initiatives. These efforts focus on critical areas such as combating corruption within the legal system, promoting Alternative Dispute Resolution (ADR) mechanisms, and integrating digital technologies to streamline judicial processes and improve overall efficiency.

President Museveni emphasized the significance of these reforms, stating, “These reforms are important in ensuring that justice is delivered efficiently, fairly and without unnecessary delays.” He reflected on the challenges the judiciary faced previously, including corruption and an overemphasis on procedural technicalities, and expressed satisfaction with the progress made in fostering integrity, accountability, and a focus on substantive justice.

The President conveyed his confidence in Justice Kawumi’s capacity to significantly contribute to the ongoing transformation of the judiciary and wished him the best in his new capacity. Justice Kawumi’s appointment coincides with the Judiciary’s active pursuit of reforms aimed at tackling case backlogs, bolstering transparency, and strengthening public trust in the justice system. His role is expected to be instrumental in modernizing Uganda’s legal sector and ensuring timely access to justice.
