President Yoweri Kaguta Museveni officiated the swearing-in ceremony for Justice Moses Kazibwe Kawumi, the new Deputy Chief Justice of Uganda, at State House Entebbe. During the event, President Museveni extended his congratulations to Justice Kazibwe and lauded Chief Justice Flavian Zeija for his resolute efforts against corruption and inefficiency within the judiciary.
Reflecting on the past, President Museveni recalled the significant challenges of corruption and an overemphasis on procedural technicalities that plagued the judicial system before the National Resistance Movement (NRM) came to power. He contrasted this with traditional African justice systems that successfully balanced punitive measures with restorative reconciliation, ensuring both justice and social harmony.
The President expressed his satisfaction with the ongoing reforms, particularly the focus on combating corruption and the increased adoption of Alternative Dispute Resolution (ADR) methods. He noted that these initiatives are crucial for reducing case backlogs and optimizing the use of time and resources within the courts.
Chief Justice Flavian Zeija congratulated Justice Kazibwe on his appointment and urged him to continue the digital transformation and paperless court initiatives already underway. He emphasized the importance of transparent case allocation and listing to prevent corruption and ensure fairness.
Justice Kazibwe, in his remarks, thanked President Museveni for the appointment and pledged to work diligently to serve the Ugandan people and uphold the Constitution. He committed to strengthening judicial systems, embracing technology, and actively combating corruption within his new role.
The ceremony was attended by key figures including the Attorney General, Hon. Sam Mayanja, and the Minister of Justice and Constitutional Affairs, Hon. Norbert Mao, along with other senior judicial officials.
