Matia Kasaija Concludes 15-Year Stint as Finance Minister

After a decade and a half at the helm of Uganda’s economic policy, veteran minister Matia Kasaija has officially transitioned leadership of the Ministry of Finance, Planning and Economic Development. The handover ceremony marked the end of a significant era in the nation’s fiscal management.
Kasaija formally transferred the responsibilities to Henry Musasizi, who previously served as Minister of State for General Duties within the same ministry. Musasizi now assumes the critical role of guiding the country’s economic direction.
During the ceremony, Kasaija expressed his willingness to offer continued guidance and consultation based on his extensive experience. He affirmed his commitment to serving the country and supporting the ministry in his capacity as a Member of Parliament.
Colleagues and officials paid tribute to Kasaija’s leadership, characterizing him as a humble, approachable, and dedicated public servant who emphasized mentorship and institutional stability. His 15-year tenure saw him oversee national budgets, implement fiscal policies, and manage key development programs through periods of growth, reform, the COVID-19 pandemic, and global economic uncertainties.
The handover also saw other changes in the ministry’s political wing. Amina Mukalazi has taken office as the new Minister of State for Privatisation and Investment, and Cissy Mulondo is the new Minister of State for General Duties. Amos Lugoloobi remains as the Minister of State for Planning.
The transition occurs as Uganda navigates a crucial economic juncture, focusing on implementing the Shs84.39 trillion budget for the 2026/27 financial year, accelerating industrialization, and enhancing domestic revenue mobilization. Musasizi steps into his role with the immediate tasks of maintaining macroeconomic stability and steering the country’s economic transformation agenda.
Kasaija leaves behind a legacy of consistent leadership and mentorship within the ministry, while Musasizi inherits the challenge of building upon this foundation to foster sustained economic growth and achieve national development aspirations.
