Uganda's FY2026/27 Budget Prioritizes Agro-Industrialization with Record Shs 2.26 Trillion

The Ugandan government has outlined its spending blueprint for the Financial Year 2026/27, focusing on economic transformation through its Agro-Industrialisation, Tourism, Minerals, and Science (ATMS) framework. A significant highlight is the record allocation of Shs 2.26 trillion to the Agro-Industrialisation Programme, a move aimed at shifting the nation from exporting raw agricultural goods to processed and value-added products. This funding will support advancements in agricultural research, irrigation, extension services, and agro-processing.
The tourism sector is set to receive Shs 567.32 billion to bolster its profile as an international destination, with plans for enhanced marketing, infrastructure development, and hospitality training. The mineral sector and oil and gas industry will benefit from Shs 473.51 billion, intended for exploration, the Uganda National Mining Company, and advancing the East African Crude Oil Pipeline (EACOP).
Digital transformation remains a priority, with Shs 1.14 trillion allocated to Science, Technology, and Innovation (STI), ICT, and creative industries. This includes funding for innovations like Kiira Motors, expanding digital infrastructure, and supporting business process outsourcing.
Infrastructure development continues to be a major focus, with Shs 8.79 trillion designated for the transport sector, encompassing projects like the Standard Gauge Railway and airport upgrades. The energy sector receives Shs 2.07 trillion for hydroelectric power projects and expanding rural electrification.
Human capital development is also central, with the health sector receiving Shs 5.23 trillion and the education sector allocated Shs 6.66 trillion. Social protection programs will be supported with Shs 173.55 billion.
Security and the rule of law will receive Shs 10.21 trillion, supporting the modernization of the UPDF and strengthening border security. The budget also makes provisions for manufacturing, environmental protection, and justice administration.
