PM Nabbanja Mandates Ministerial Presence in Parliament or Face Consequences

Prime Minister Robinah Nabbanja has issued a strong directive to cabinet ministers, announcing a zero-tolerance policy towards absenteeism from parliamentary sessions. During a handover ceremony for ministers under the Office of the Prime Minister (OPM) on June 10, 2026, Nabbanja stressed that ministers must be present to address parliamentary queries and ensure the smooth progression of government business.

Under the new policy, the Government Chief Whip will manage a rota to ensure ministerial presence. Nabbanja stated, “I want to commit that we shall not allow the absence of ministers in Parliament.” She further elaborated that ministries with multiple ministers would be expected to have representation, questioning how all could be absent simultaneously.

Ministerial absenteeism has been a persistent challenge, often leading to the premature adjournment of parliamentary proceedings due to a lack of ministerial responses. This has previously drawn strong disapproval from parliamentary leadership, with calls to name and shame offending ministers.

Nabbanja highlighted that consistent attendance is crucial for effective accountability, timely legislation, and robust oversight by the legislature. This emphasis on presence is particularly relevant as Uganda pursues its ambitious Tenfold Growth Strategy, aiming to expand the economy from USD 69.3 billion to USD 500 billion by 2040. This strategy is built upon agro-industrialization, tourism development, mineral beneficiation, and advancements in science, technology, and innovation.

Despite past disruptions, Nabbanja reported an 88% average performance rate for her team in the previous term, citing high response rates for bills, motions, questions, and statements. The OPM also provided an update on its Cattle Restocking Programme, with Shs 10.05 billion disbursed to 2,001 households.

The ceremony also saw a reshuffle of the OPM team, with new ministers taking office, including Mr. John Baptist Lokii as the Minister for Karamoja Affairs, who pledged to prioritize development in the region. Among the other new appointees are Dr. Crispus Walter Kiyonga as 2nd Deputy Prime Minister and Hon. Jane Ruth Aceng as Government Chief Whip.
