Kizza Besigye Treason Trial Commences with State Presenting 10 Witnesses

The highly anticipated treason trial of prominent opposition figure Dr. Kizza Besigye, his aide Obeid Lutale, and Captain Denis Oola of the Uganda People’s Defence Forces (UPDF) is scheduled to commence today. The prosecution is reportedly prepared to present the testimony of around ten witnesses as the legal proceedings get underway.

Central to the prosecution’s case are statements from key figures within the military and intelligence apparatus. Major General Abel Kandiho, former Chief of Military Intelligence, stated that he was informed in 2022 about a plot involving a foreigner, identified as Mr. Orlando (alias Andrew Wilson), who was allegedly approached by Ugandans in the diaspora. This group reportedly sought to recruit, train, and acquire firearms with the intent of overthrowing the Ugandan government.

Andrew Wilson, the American business consultant operating under the alias “Orlando,” provided a detailed statement outlining his alleged involvement. Wilson claims he was approached by Joel Wakayima, who expressed a desire to overthrow the Ugandan government and sought training services. Wilson states he initially connected with Brigadier General Richard Otto, who then guided him to liaunt with Military Intelligence. Wilson’s statement details alleged meetings and communications with various opposition figures, including Salaam Musumba, Erias Lukwago, and ultimately Dr. Kizza Besigye himself.

According to Wilson’s account, Dr. Besigye allegedly requested assistance in establishing “militant networks” in Uganda to destabilize the country. Further accusations include plans for training in “covert intelligence and paramilitary tactics,” the provision of counterfeit currency to disrupt the economy, and the targeting of key military installations across Uganda for attacks. Wilson also claims that Dr. Besigye sought surface-to-air missiles and discussed plans to assassinate the President.

Major General Richard Otto, Chief of Defence Intelligence and Security, corroborated aspects of Wilson’s account, confirming that he was initially informed by Wilson about Ugandans seeking services to overthrow the government. He stated that he was instructed by the then Chief of Military Intelligence, Maj Gen Abel Kandiho, to maintain communication with Wilson and gather more details.

The trial opens amid ongoing legal challenges, including defence lawyers’ concerns about restrictions on access to their clients, which they argue hinders adequate trial preparation. The state’s presentation of its witnesses is expected to set the stage for the defence’s response in the complex treason case.
