Ministers Sworn In as Ex-Officio Members of Parliament Following Approval

Nineteen ministers have officially sworn Oaths of Allegiance and of Member of Parliament, a crucial step following their vetting by the Appointments Committee. These individuals, appointed as ministers by the President, hold the status of ex officio Members of Parliament. This means they do not represent any specific electoral districts but are integral to the legislative process.

The swearing-in ceremony took place during a parliamentary sitting chaired by Speaker Jacob Marksons Oboth. Adhering to Rule 3 of the Rules of Procedure, the ministers affirmed their commitment before assuming their parliamentary duties. This process is mandated by the Constitution, ensuring all members are properly inducted.

While Article 78(4) of the Constitution outlines their ex officio status, it’s important to note that these members do not possess voting rights on matters requiring a parliamentary decision. Their role is primarily to contribute to debates, present government business, and respond to issues raised by other Members of Parliament.

Among those taking the oath was Hon. Sanjay Tanna, the newly appointed Minister of Trade, Industry and Cooperatives, with the Speaker emphasizing expectations for his role in advancing Uganda’s trade and industrial agenda. Other ministers sworn in include Hon. Sam Mayanja (Attorney General), Hon. Kiryowa Kiwanuka (Minister of Defence), Hon. Balaam Barugahara (Local Government), Hon. Cissy Mulondo (State Minister for Finance), Hon. Justine Kasule Lumumba (Information, Communication Technology and National Guidance), Hon. Monica Musenero (Energy and Mineral Development), and Hon. Tom Butime (Tourism, Wildlife and Antiquities).

In a related development, the Leader of the Opposition, Hon. Joel Ssenyonyi, unveiled a 30-member Shadow Cabinet. This alternative cabinet, appointed in accordance with Rule 15(2) of the Rules of Procedure, is tasked with scrutinizing the government’s actions and offering alternative policy perspectives.
