Diaspora Leaders Back Nominated Ministers Amid Citizenship Concerns

The Confederation of Uganda Diaspora Associations Limited has penned a letter to President Yoweri Museveni, urging him to proceed with the appointments of four ministers-designate. These nominees missed their official oath-taking ceremony due to questions surrounding their dual or multiple citizenship.

The diaspora leaders argue that the international experience and “lived experience abroad” of these individuals are crucial for integrating the concerns of Ugandans living overseas into national policy. Their presence in government, they contend, would ensure that the perspectives of millions of Ugandans contributing from outside the country are considered in policy formulation.

The ministers-designate awaiting a decision are Ambassador Adonia Ayebare (Foreign Affairs), Mr. Calvin Echodu (State for Foreign Affairs - International Affairs), Ms. Shartsi Kutesa Musherure (State for Finance, Planning and Economic Development - Microfinance), and Dr. Lawrence Muganga (State for Internal Affairs). The Ministry of Public Service is currently preparing an advisory report on their eligibility.

According to the diaspora representatives, appointing members with direct ties to the diaspora signifies a recognition of their vital role in Uganda’s development. This move, they stated, demonstrates that the diaspora is a valued stakeholder in national service.

While Uganda allows dual citizenship, the country’s constitution and the Uganda Citizenship and Immigration Control (Amendment) Act of 2009 place restrictions on dual nationals holding certain public offices, including that of Cabinet Minister. The specific offices listed in the Fifth Schedule of the Act are the subject of the current deliberations.

The appeal was jointly signed by leaders from various Ugandan diaspora associations across Germany, North America, Europe, the UK, Sweden, Canada, Qatar, Southern Africa, the UAE, the Czech Republic, Belgium, China, and Malawi.
