Activists Petition IGG Over Diplomats' Alleged Foreign Citizenship

A group of prominent Ugandan activists, including Miria Matembe and legal professionals, have lodged a petition with the Inspectorate of Government (IGG). The petition calls for a thorough investigation into allegations that some active diplomats and Foreign Service Officers might hold citizenship or immigration status from foreign countries.

According to the petitioners, these actions raise significant concerns regarding undivided loyalty, patriotism, and the protection of Uganda’s sovereignty. Diplomats are seen as crucial representatives of the nation abroad, and their allegiance is expected to be solely with the Republic of Uganda.

The activists detailed that public worry stems from the possibility that diplomats posted to countries like the United States, Canada, and various European nations may have sought or obtained citizenship in their host countries. This is compounded by fears that such officers may not have disclosed these statuses to their appointing authorities, potentially securing personal benefits inconsistent with their diplomatic roles.

“Any acquisition of foreign citizenship by serving diplomats fundamentally raises questions regarding divided loyalty; conflict of interest; national security exposure; impairment of diplomatic independence; and abuse of positions entrusted for the service of Uganda,” stated governance researcher and activist Job Kiija.

Legal experts pointed out that acquiring foreign citizenship often requires an oath of allegiance to that foreign state. This, they argue, could directly conflict with the oath of allegiance sworn to Uganda, violating constitutional principles and public service standing orders. The petition also references concerns under the Leadership Code Act, which mandates honesty and integrity in public office.

This development comes shortly after several ministerial nominees were flagged for alleged dual citizenship, underscoring broader concerns about the eligibility and allegiance of public officials in sensitive positions.
