Referenda: The Path Forward for East African Federation?

Twenty-six years after its revival, the East African Community (EAC) boasts eight member states, yet the ambitious goals of a monetary union and political federation remain elusive. Despite numerous summits and declarations, tangible progress on integration appears minimal, raising questions about the commitment of leaders.
Are passionate speeches on political federation merely lip service, or do leaders privately prioritize national sovereignty over the collective benefits of a united East Africa? This question hangs heavy as the dream of integration falters.
To break the inertia, a democratic approach is proposed: referenda. Just as the United Kingdom consulted its citizens on Brexit, East African nations should directly poll their populations on their willingness to form a political federation. This would provide a clear mandate and bypass the ongoing “foot-dragging.”
If the citizens vote overwhelmingly in favor, the primary hurdle to federation would be cleared, leaving only the task of establishing the legal framework. This direct democratic consultation could inject the necessary momentum.
Alternatively, a pragmatic approach could involve a “coalition of the willing.” Two or three member states could forge ahead with a monetary union and political federation, creating a foundation for others to join at a later stage. This phased approach acknowledges that not all member states may be ready to commit simultaneously.
