The Parliament of Uganda has wrapped up a two-day vetting exercise for ministers recently appointed by President Yoweri Museveni. The Appointments Committee, chaired by Speaker Jacob Marksons Oboth, meticulously reviewed the nominees, with several key issues emerging as top priorities for the new appointees.
A significant focus for many ministers was the fight against corruption. The State Minister for Local Government, Hon. Justine Nameere, vowed to address financial leakages and hold errant officials accountable for under-declaring revenues in local governments. Similarly, the State Minister for National Guidance, Hon. Alioni Yorke Odria, proposed the introduction of digital measures, including specialized software, to combat graft across government sectors.
Transparency and efficiency in public service were also highlighted. Hon. Lydia Wanyoto, taking on the role of State Minister for Public Service, pledged to reform recruitment processes, eliminate bribery for jobs, and address the challenges faced by those in acting capacities.
In public health, the State Minister for Primary Health Care, Hon. Charles Ayume, assured the public that a lockdown is not currently necessary regarding recent Ebola cases, emphasizing that the Ministry of Health is relying on scientific evidence and robust surveillance systems.
Further commitments included improving the infrastructure and feeding programs for pupils in UPE schools, as promised by the State Minister for Primary Education, Hon. Phyllis Chemutai. Meanwhile, Ambassador Adonia Ayebare, the Minister for Foreign Affairs, stated his intention to foster greater coordination among all government entities to effectively implement Uganda’s foreign policy.
The Appointments Committee’s role, as outlined in Parliament’s Rules of Procedure, is to approve presidential nominees on behalf of Parliament. The Speaker will now formally communicate the committee’s decisions to the President within three working days. This concludes the vetting process for the newly appointed ministers.
