Sande Takes Interim Charge at IRA Amidst Kaddunabbi's Legal Challenge

The Insurance Regulatory Authority of Uganda (IRA) has appointed Dr. Protazio Sande as its Acting Chief Executive Officer, effective June 1, 2026. Dr. Sande, who previously served as the Director of Strategy and Market Development, assumes the leadership role during a period of significant transition and legal contention.

This development comes after the five-year employment contract of the former CEO, Alhaj Dr Ibrahim Kaddunabbi Lubega, concluded on May 31, 2026. However, Dr. Kaddunabbi has taken his case to the High Court, seeking a judicial review of a Board decision made on February 16, 2026, which did not recommend him for contract renewal. He argues that he was not afforded a fair hearing and that retrospective application of term limits introduced by the 2017 Insurance Act should not impede his renewal.

Kaddunabbi highlighted substantial industry growth, regional expansion, and digital advancements during his 16-year tenure as reasons for an extension. The IRA, represented by Dentons Advocates and former Board Chairperson Dr. Isaac Nkote Nabeta, has urged the High Court to dismiss Kaddunabbi’s application, stating his case is now moot.

Court documents reveal governance disputes, including an Auditor General’s report citing unauthorized salary enhancements, irregular recruitment, and unapproved leave monetizations under Kaddunabbi’s leadership. The IRA Board stated its decision was a collective majority vote.

Recent friction escalated when the IRA issued a cease-and-desist notice against Kaddunabbi for allegedly attempting to access premises and direct staff. Justice Joyce Kavuma has scheduled further directions for June 12, 2026, after both parties file their written submissions. The IRA Board has expressed full confidence in Dr. Sande’s ability to ensure stability during this period.
