Dr. Lawrence Muganga’s bid to join the Ugandan Cabinet as the State Minister for Internal Affairs has been halted by the Parliament’s Appointments Committee. The committee cited concerns over his dual citizenship, holding both Ugandan and Canadian passports, as the primary reason for rejecting his nomination.

President Yoweri Museveni had nominated Dr. Muganga, who also serves as the Vice Chancellor of Victoria University Kampala, as part of a recent cabinet reshuffle. However, during the vetting process led by Speaker Jacob Marksons Oboth, his appointment did not pass muster.

In his defense, Dr. Muganga clarified his identity. He emphasized that his Banyarwanda background is a cultural heritage within Uganda and does not make him a Rwandan national. He acknowledged holding both Ugandan and Canadian citizenship prior to the nomination, explaining that such acquisitions are common for Ugandans seeking education and opportunities abroad.

“I am Ugandan. Uganda is my country,” Dr. Muganga stated, asserting his commitment to Uganda despite holding foreign citizenship. He drew parallels with other Ugandans who pursue opportunities overseas while maintaining strong national ties and a desire to contribute to their homeland’s progress.

The decision by the committee brings into focus Uganda’s laws regarding citizenship, particularly for sensitive public offices.
