Uganda to Enhance Environmental Protection with New District-Level Regulations

The National Environment Management Authority (Nema) is spearheading the creation of new regulations designed to significantly upgrade environmental protection and resource management across Uganda. These proposed rules aim to bring into effect key sections of the 2019 National Environment Act, focusing on the establishment and operationalization of District Environment and Natural Resources Committees.

The new legal framework will provide a clear structure for how these committees will function at both district and urban council levels. Officials indicate that these committees will play a crucial role in integrating environmental considerations into all local development plans and projects, thereby fostering the sustainable use of the nation’s natural wealth.

According to drafts, each committee will consist of approximately 12 to 14 members, drawing from various sectors including Members of Parliament, district leaders, environmental officers, and other key stakeholders. This diverse representation is intended to ensure comprehensive oversight and effective decision-making.

The final draft of these regulations is anticipated by July, with subsequent submissions to the Attorney General and the Ministry of Finance for approval. The Minister of Water is expected to give final approval by December. The development process has been a collaborative effort involving Nema, the Environmental Management for Livelihood Improvement Bwaise Facility, and the World Wide Fund for Nature.

Stakeholders have also stressed the importance of engaging local communities in conservation initiatives. Prioritizing civic education to ensure communities understand environmental laws and their roles is seen as vital for achieving long-term, self-enforced compliance and sustainable environmental solutions.
