Entebbe Municipality has inaugurated a new council consisting solely of National Resistance Movement (NRM) councillors, a political development that has prompted significant debate regarding government oversight and institutional checks and balances. Mayor Fabrice Brad Rulinda took his oath of office for a second term alongside all 15 elected councillors, who are members of the ruling party.

This unprecedented political sweep in Entebbe, a town historically characterized by vibrant multi-party competition, has been noted as a potential indicator of the NRM’s expanding influence in urban areas. Mayor Rulinda secured his re-election with a substantial margin, defeating his closest independent challenger.

The complete absence of opposition voices on the council has raised concerns among local stakeholders, civil society representatives, and former political figures. Critics fear that without diverse perspectives to scrutinize municipal budgets, procurement processes, and development projects, the council might transition into a body that merely endorses executive decisions rather than providing robust oversight.

Political analysts suggest that opposition representation is crucial for monitoring public funds and ensuring transparency. However, some observers propose that the election outcome might reflect a public prioritizing tangible service delivery over political debates.

In his address after the swearing-in ceremony, Mayor Rulinda acknowledged the heightened expectations and the pressure associated with an all-NRM council. He emphasized the need for councillors to demonstrate that the public’s trust in the NRM was well-placed through diligent work and effective service delivery. The mayor also outlined plans to accelerate stalled urban development projects from his previous term.

During the council’s initial session, Mr. George William Tamuzadde was elected Speaker, and Mr. Ibrahim Mwagalwa was elected Deputy Speaker, who will now preside over a council where consensus is likely, but public scrutiny is expected to be intense.
