Wakiso's New Leadership Faces Formidable Challenges

Wakiso District, Uganda’s most populous region, has inaugurated new leaders who are immediately confronted with a daunting array of issues. Chief among these is a critical shortage of staff across various sectors, a problem exacerbated by prolonged political infighting within the previous administration.

The district has been operating for the past eight months without a functioning District Service Commission (DSC). The commission’s term expired in September last year, and attempts to appoint a new one were reportedly stymied by disagreements between the former district chairperson and the former council speaker. This administrative vacuum has led to numerous civil servant positions remaining unfilled, with many officials serving in temporary, acting capacities.

The education sector appears to be the hardest hit, with reports indicating that some government schools in sub-counties like Namayumba, Mende, and Masulita are dangerously understaffed, sometimes operating with fewer than five teachers. Key departmental leadership roles have also remained vacant, impacting administrative efficiency.

Beyond staffing, the new leadership must also address growing unemployment, particularly among the youth and women. Recent enforcement of trade regulations, which displaced roadside vendors, has left many without livelihoods, sparking concerns about a potential rise in crime. Incidents of break-ins at places of worship have become more frequent, highlighting the social pressures within the district.

Incoming District Chairperson, Mr. Ian Kyeyune, has pledged to prioritize reconciliation, lobbying for resources, advocacy, and socio-economic transformation as the cornerstones of his administration’s agenda for the next five years. The success of these initiatives will be crucial in restoring public confidence and improving the quality of life for Wakiso’s over 3.4 million residents.
