Uganda’s Parliament is in the crucial initial stages of forming its committees, a necessary step before President Yoweri Museveni’s new Cabinet can be vetted. The Clerk to Parliament, Adolf Mwesige, has called on opposition parties to submit their nominations for the Appointments Committee, a body tasked with the constitutional duty of scrutinizing all ministerial nominees.
Under Uganda’s constitutional framework, Parliament’s legislative and oversight functions are primarily executed through its various committees. These committees play a vital role in scrutinizing bills, reviewing audit reports, and conducting oversight of government activities before bringing recommendations to the larger plenary session.
The composition of these committees is determined by party whips, reflecting the numerical strength of each political party within the House. The ruling National Resistance Movement (NRM) has reportedly submitted its list of nominees for the Appointments Committee, while other parties are still in the process of finalizing theirs. The urgency stems from the legal requirement that all presidential Cabinet appointments must be approved by Parliament.
The Appointments Committee itself is chaired by the Speaker and includes key figures such as the Prime Minister, Leader of the Opposition, and chief whips. Its membership is drawn proportionally from all parties, with the NRM holding a significant majority of seats in the current 12th Parliament. Independent MPs also form a notable bloc and must apply directly to the Clerk’s office for committee assignments.
Notably, the Appointments Committee operates differently from other parliamentary bodies. Its proceedings are held in camera, meaning they are closed to the public and non-members. Furthermore, this committee’s decisions on vetting nominees are final and do not require further approval from the plenary session, underscoring its pivotal role in Cabinet formation.
As the formation of these committees progresses, Parliament is organizing itself to commence substantive legislative business and fulfill its oversight mandate. The timely completion of committee assignments is essential for the smooth functioning of parliamentary oversight and the effective governance of the nation.
