Parliamentary Appointments Committee to Vette New Cabinet Nominees

The Appointments Committee of Parliament will begin the crucial task of vetting ministers designate starting Monday, 01 June 2026. These individuals were recently appointed by President Yoweri Museveni and are now set to undergo scrutiny by the committee, which operates under the leadership of the Speaker, Jacob Marksons Oboth, with the Deputy Speaker serving as his deputy.

The committee itself was formally constituted during a plenary sitting on Thursday, 28 May 2026. Its membership includes representatives from across the political spectrum, notably the Leader of the Opposition, Hon. Joel Ssenyonyi.

Prior to the vetting process, Parliament also approved a significant expansion of the cabinet. The number of cabinet ministers has been increased from 21 to 30, and the number of ministers of state from 21 to 51. This decision, made in accordance with Articles 113(2) and 114(3) of the Constitution, follows a motion moved by Prime Minister Robinah Nabbanja. Nabbanja argued that Uganda’s growing population and new governance demands necessitate a larger ministerial body to ensure effective service delivery and representation, citing specific programs like the Parish Development Model and EMYOGA.

While some Members of Parliament voiced concerns, suggesting that the existing constitutional numbers should be maintained to ensure fiscal prudence, the motion’s proponents, including Deputy Attorney General designate Hon. Jackson Kafuuzi, emphasized that the adjustment is a constitutional provision to meet evolving governance needs. The Prime Minister also clarified that the increase reflects a restructuring rather than an addition to the functional roles previously performed.

The vetting of the ministers designate is a key step in the parliamentary approval process, ensuring that those appointed to serve in government meet the required standards. The Parliament will also constitute its other standing and sectoral committees in the coming days.
