Parliament Approves Alupo and Nabbanja for Historic Second Terms

In a significant parliamentary session, Uganda’s legislators have overwhelmingly endorsed Vice President Jessica Alupo and Prime Minister Robinah Nabbanja for historic second consecutive terms. The approvals, stemming from President Yoweri Museveni’s reappointments, mark a considerable milestone for female leadership at the highest executive levels.
Vice President Jessica Alupo, representing Katakwi District, secured her reappointment with a substantial majority, with 325 MPs voting in favor, 18 against, and four abstaining. This vote makes her the first woman in Uganda to hold the esteemed position of Vice President for two successive terms. Her motion was moved by Sheema County MP Ephraim Kamuntu, who emphasized her extensive leadership experience and President Museveni’s trust in her service.
Prime Minister Robinah Nabbanja also received strong backing from Parliament, with 320 members voting yes, six no, and two abstaining. Her motion was spearheaded by Lira City Woman MP Dr. Jane Ruth Aceng, who presented a detailed account of Nabbanja’s performance in her first term. Nabbanja, who was also the first woman to serve as Prime Minister, will continue in her role, coordinating government policies and implementation across ministries.
The parliamentary proceedings, largely dominated by the ruling NRM party, underscored a commitment to continuity in the government’s leadership. While Alupo and Nabbanja celebrated their approvals, some opposition members raised concerns, urging for tangible constitutional achievements to be presented as justification for their reappointment, rather than focusing solely on personal merits and loyalty.
With both key figures confirmed for another term, the top tier of Uganda’s executive branch remains unchanged, signaling a consistent policy direction for the NRM government. This dual approval reinforces the prominent roles women are playing in the nation’s governance, setting a precedent for future political landscapes.
