The 11th Parliament in Uganda has seen the end of an era with the election of Jacob Oboth-Oboth as the new Speaker. This transition marks the conclusion of Anita Among’s term, which began on March 25, 2022, after the passing of Jacob Oulanyah.

Among’s decision to withdraw from the speakership race for the 12th Parliament came after security operations at her residences, linked to a state investigation into alleged corruption and illicit enrichment. In a statement, she cited “deep introspection” and a desire to “preserve harmony” within the ruling NRM party.

Analysts suggest several potential paths for the former Speaker. These range from a quiet retirement, a role as a special envoy, or even a drastic move to expose alleged state-sanctioned financial dealings. However, fleeing the country is considered a “logistical dead-end” due to international sanctions, including a UK imposed asset freeze and travel ban in 2024, stemming from corruption allegations.

Legal experts emphasize that the recent events have significantly impacted Among’s credibility and moral authority. They advise her to adopt a humble approach, reassess her relationships, and prepare for potential legal challenges.

Some commentators also highlight the need for Among to mend bridges, particularly with those who felt targeted by her alleged misuse of power, referencing the arrest of youth protesters who were demonstrating against corruption scandals involving parliament.

There is also a call from civil society for the public not to generalize the actions of one individual to all women in leadership. Speculation exists that Among might face further scrutiny regarding her electoral victories in Bukedea, potentially involving accusations of power misuse.

Looking ahead, governance researchers suggest that while Among’s political power may be curtailed, her business assets, vital for NRM’s local patronage, are likely to be preserved, drawing parallels with the handling of former Speaker Rebecca Kadaga. This indicates a strategy of maintaining political leverage and compliance over strict integrity, keeping her financially sustainable but limiting independent state power.
