Vice President Jessica Alupo has formally bid farewell to the outgoing United States Ambassador, William Popp, concluding his diplomatic tenure in Uganda. The meeting, held at the Vice President’s office in Kampala, served as an occasion to reflect on the long-standing relationship between the two nations and to underscore their commitment to continued robust bilateral cooperation.
Both Alupo and Ambassador Popp acknowledged the historical ties and the steady progress achieved in various areas of cooperation over the years. Alupo specifically commended Popp for his contributions to strengthening the collaborative efforts between Uganda and the United States during his time in the country.
A significant point of discussion was the recently finalized health cooperation framework for 2026-2030, a testament to the enduring partnership worth $2.3 billion. Vice President Alupo highlighted this agreement as a step towards Uganda’s self-reliance, noting the country’s own significant commitment of over $500 million towards domestic health financing. This framework is expected to bolster crucial programs addressing HIV/AIDS, malaria, and maternal health.
Beyond healthcare, the Vice President reiterated Uganda’s dedication to regional peace and security, acknowledging the valuable security cooperation with the United States that supports stability across East and Central Africa. She also emphasized Uganda’s drive towards economic transformation, industrialization, and private sector development, positioning the nation as a key regional partner for Washington.
Ambassador Popp expressed gratitude for the support and cooperation he received from Ugandan officials since his arrival in 2023. He stated his pride in serving in Uganda and highlighted the mutual benefits derived from their collaboration. This engagement occurs at a juncture where both nations are working to navigate diplomatic nuances while affirming their shared interests and strategic partnership, which spans over 60 years and covers health, security, trade, and humanitarian assistance.
