President Yoweri Museveni has initiated a broad reshuffling of Uganda’s executive branch, unveiling a new cabinet for the 2026-2031 term. This move sees several prominent figures departing, including former ministers like Gen David Muhoozi, Okello Oryem, and veteran politician Moses Ali.

Key leadership positions remain unchanged, with Jessica Alupo continuing as Vice President and Robinah Nabbanja retaining her role as Prime Minister. However, significant changes are visible across various ministries. Adonia Ayebare, Uganda’s Ambassador to the UN, has been appointed as the new Minister of Foreign Affairs.

In other notable shifts, Dr. Chris Baryomunsi transitions to head the Ministry of Health, and Dr. Jane Ruth Aceng moves from Health to the Ministry of Gender, Labour and Social Development. The finance docket sees a change with the departure of long-serving minister Matia Kasaija.

Several new entrants have been appointed to ministerial roles, including Desire Muhooza for Agriculture, Robert Ndugwa Migadde for Fisheries, and Grace Kifeza Ngabirano for Defence and Veterans Affairs. The cabinet also welcomes Magode Ikuya and Phyllis Chemutai, who will oversee East African Affairs and Primary Education, respectively.

The reshuffle includes a number of younger politicians, signalling a potential shift in governmental dynamics. President Museveni also warned ministers against failing to monitor government programs like the Parish Development Model, emphasizing accountability and the risk of dismissal for underperformance.

The full list of appointments is subject to parliamentary vetting, with the details to be officially gazetted. The appointments come as the 12th Parliament convenes, with the government expected to focus on wealth creation, infrastructure, and service delivery.
