Uganda Battles Rising Ebola Cases Amid Cross-Border Concerns

Uganda is on high alert as the number of confirmed Ebola cases rises, with three new infections reported over the weekend, bringing the cumulative total for the Ebola Bundibugyo strain to five. The new cases involve a driver, a healthcare worker, and a woman who traveled from the Democratic Republic of Congo (DRC) to seek treatment in Kampala, underscoring the risk of imported infections.
Health authorities are battling fears of further cross-border transmission, exacerbated by a growing number of cases in the neighboring DRC. Currently, over 120 health workers and contacts of Ebola patients in Uganda are under institutional quarantine and monitoring for the virus’s 2-21 day incubation period.
In response, Uganda has hosted high-level meetings with international partners including the Africa Centres for Disease Control and Prevention (Africa CDC) and the World Health Organization (WHO). These discussions have focused on accelerating containment efforts, bolstering cross-border surveillance, and securing vital resources for the outbreak response.
The Ministry of Health has indicated a need for over Shs90 billion to combat the epidemic, a figure expected to increase given the evolving situation. While international partners have committed around Shs130 billion to support response efforts in both Uganda and the DRC, there are ongoing discussions regarding fund channeling and transparency.
The Ministry of Health has emphasized a unified approach, advocating for “one plan, one budget and one monitoring and evaluation framework.” Uganda has also pledged technical support to the DRC to help reduce transmission and loss of life.
The Africa CDC has proposed establishing a continental Ebola coordination center in Kampala to enhance regional monitoring and response. Meanwhile, a ministerial meeting involving Uganda, the DRC, and South Sudan has resulted in eleven agreed-upon actions, including strengthening cross-border surveillance, early warning systems, and community engagement.
These resolutions aim to create a sustainable plan for future eventualities and reinforce regional preparedness and health security, with a commitment to sustained political leadership and solidarity. President Museveni expressed confidence in the continent’s ability to manage the threat through preparedness and attention.
