Jacob Marksons Oboth-Oboth took the helm as Uganda’s new Parliament Speaker with a strong commitment to transforming the institution into a more responsive and accountable body. In his inaugural address, Oboth-Oboth declared that the “Speaker’s chair is not a throne” but a position of service, a sentiment widely interpreted as a contrast to the tenure of his predecessor, Anita Among.
Freshly sworn in after securing a decisive victory, Oboth-Oboth outlined his vision for a Parliament that rigorously oversees the executive branch, ensures transparent management of public resources, and actively engages with the media and the public. He emphasized that accountability starts from within the House, promising that Parliament would hold government bodies accountable for their spending and actions.
“We cannot hide from accountability of government resources yet we expect it from other agencies and departments. That will not work,” Oboth-Oboth stated, addressing the recent public scrutiny over parliamentary conduct and spending.
Further signaling a shift towards openness, the new Speaker highlighted the importance of an “objective and ethical media” as the public’s “eye and ear.” He pledged to maintain a transparent and open Parliament, questioning the rationale for closing doors to the press. This commitment comes after a period of strained relations between Parliament and media houses, including a ban on some outlets.
Oboth-Oboth also stressed that parliamentary work must be directly relevant to the needs of ordinary citizens. “Every bill, every motion and every decision must directly answer to the needs of the ordinary citizens,” he asserted, promising that budgeting would focus on service delivery and measurable results.
Reflecting on his personal journey, the Speaker shared his humble beginnings, vowing to remain grounded despite the grandeur of his new office. He assured all members, including those who did not vote for him, that he would serve impartially.
The new Speaker’s remarks signal a deliberate effort to rebuild public trust and foster a legislative environment characterized by integrity and diligent oversight.
