Fufa's Shs297 Billion Afcon 2027 Funding Request Denied

Fufa’s ambitious request for Shs297 billion, intended to bolster Uganda’s preparation for the 2027 Africa Cup of Nations (Afcon) and foster football development over four years, has been officially turned down. The proposal was reportedly routed directly to the Speaker of Parliament during the 2026/27 budget process, bypassing established governmental channels.

This significant funding request included Shs72 billion earmarked for immediate use. These funds were intended for various initiatives such as player naturalization, the establishment of a national football academy, support for youth and club competitions, the development of Fufa TV, and the acquisition of Video Assistant Referee (VAR) technology.

However, First Lady and Minister of Education and Sports, Janet Museveni, intervened, deeming the submission procedure inappropriate. She guided that all such financial requests from agencies receiving government subventions must be channeled through the relevant sector ministry and minister. Consequently, the substantial sum Fufa sought to add to its annual government subvention of Shs17 billion did not materialize.

In parallel, the Confederation of African Football (CAF) has initiated a “Request for Information” (RFI) process. This initiative invites potential service providers from across the continent to register in CAF’s database for upcoming Afcon tenders. Interested parties are required to submit details about their legal status, services offered, and contact information via CAF’s official website. CAF is seeking suppliers for a wide array of services, including catering, ticketing, translation, digital services, broadcasting, accommodation, and transportation, among others.

Preparations for Afcon 2027 are steadily progressing in Uganda, with upgrades underway at key infrastructure sites like the Akii-Bua Olympic Stadium, Mandela National Stadium (Namboole), and Hoima City Stadium. The government has also secured contractors for hospital upgrades and access road works in the Hoima-Masindi region. Furthermore, CAF’s input is guiding the renovation of selected hotels in the Hoima-Masindi cluster, with potential beneficiaries identified for a government credit facility.
