At 81, President Yoweri Museveni has entered his 41st year in power, a tenure surpassed in Africa only by leaders in Equatorial Guinea and Cameroon. Recent public events, particularly the handover of power instruments to his son, Gen. Muhoozi Kainerugaba, during his inauguration, have fueled speculation about succession. This sentiment has been echoed by former officials and analysts, suggesting that Gen. Kainerugaba is being groomed as a ‘dauphin’.

Gen. Kainerugaba’s trajectory in the military has been rapid. He has risen to a four-star general and now commands the Uganda People’s Defence Force (UPDF) as Chief of Defence Forces (CDF). His appointment followed an expansion of the CDF’s powers, making the position a direct reporting line to the Commander-in-Chief, effectively creating a ‘father-and-son’ channel for military matters.

Beyond his military duties, Gen. Kainerugaba has become increasingly vocal on political and social issues, even establishing a semi-political group, the Patriotic League of Uganda (PLU), which reportedly has significant backing within the current Parliament. His actions have led to diplomatic friction and garnered attention for his outspokenness.

Within the army, Gen. Kainerugaba is credited with initiatives to improve soldiers’ welfare, including housing, salaries, and medical insurance, alongside the construction of a new national referral hospital. These tangible changes are earning him support among the rank-and-file.

President Museveni’s longevity in power has been marked by strategic political maneuvers. Changes to constitutional term and age limits, coupled with the gerrymandering of parliamentary constituencies, have been cited as methods to ensure the continued dominance of the ruling party. Museveni’s government has also undergone transformations, streamlining its original 10-point program to four key goals and setting ambitious economic targets for the future. This, alongside his emphasis on security and political stability, underpins his long-term vision for Uganda.
