President Yoweri Kaguta Museveni has formally enacted the Protection of Sovereignty Bill, 2026, turning it into law.
The new legislation is designed to ensure the protection of Ugandan sovereignty, appointing a specific department within the Ministry of Internal Affairs as the implementing authority. It also establishes a framework for registering and regulating foreign entity agents, and controls funding and assistance provided to them.
This law is expected to bolster Uganda’s independence in crucial national decision-making processes. It reinforces the principle that governance and development must align with the nation’s best interests.
The Protection of Sovereignty law is also anticipated to enhance clarity in managing state authority, improve coordination among institutions, and support efforts towards stability, accountability, and good governance.
Furthermore, the law is seen as a complement to Uganda’s development goals, particularly in driving economic transformation, increasing public sector effectiveness, and preserving national policy autonomy as the country collaborates with international partners.
