President Yoweri Museveni has officially signed the Protection of Sovereignty Act, 2026, marking a significant legislative milestone for Uganda. Announced on Sunday evening, the law is designed to protect the nation’s internal decision-making processes and ensure its independence.
The Act introduces a regulatory framework requiring the registration and oversight of all foreign entities operating in Uganda. The Department responsible for peace and security within the Ministry of Internal Affairs is designated as the lead implementing authority.
This department will oversee funding and assistance to foreign agents, ensuring that national priorities and governance remain aligned with Uganda’s interests. The government anticipates the law will enhance clarity in state authority management and safeguard the country’s policy space during international engagements.
According to the Presidential Press Unit, the law is expected to bolster Uganda’s capacity for independent national decision-making and complement the broader national development agenda. Relevant state institutions are set to begin immediate implementation, reinforcing constitutional principles of stability and self-determination.
