Bugiri's New Leadership Outlines 5-Year Plan for Economic Growth and Anti-Corruption

The new leadership in Bugiri District has officially unveiled its strategic five-year development agenda. This plan is designed to significantly boost local household incomes, combat corruption, and generate employment opportunities, particularly for the district’s educated youth.

District LCV Chairperson Davidson Kasaja Mulumba stated that his administration will prioritize enhanced healthcare services, ensure transparency in recruitment processes, and implement programs focused on improving livelihoods. As part of these efforts, annual health camps are planned to offer free medical services to residents who may struggle with hospital costs.

The district also intends to expand its healthcare infrastructure by building more health centers and hiring additional medical personnel to strengthen service delivery. The budget for the 2026/2027 fiscal year has already been approved, with program implementations set to begin in July.

Corruption, particularly within the District Service Commission, has been identified as a major obstacle undermining public trust. Mulumba acknowledged that individuals have previously exploited his name for personal gain, tarnishing the reputation of leaders. He urged councillors to set aside political differences and collaborate for the collective good of the district.

To support their work, the allowances for councillors are expected to be improved. Meanwhile, the newly elected District Speaker, Hasan Bakaki, emphasized the need to unite all leaders, including Members of Parliament and local government officials, to ensure effective service delivery and that government programs reach the communities.

The Resident District Commissioner, Richard Gulume Balyainho, also stressed the importance of collective action against corruption, specifically addressing allegations of extortion related to the Parish Development Model (PDM) funds. Investigations are underway into complaints against a parish chief accused of soliciting money from PDM beneficiaries, with assurances of accountability for those found guilty.

The swearing-in ceremony was conducted by Bugiri Magistrate Alosious Atuhire.
