Uganda Grants Starlink Operational License After Regulatory Deal

The Uganda Communications Commission (UCC) has formally granted Starlink an operational license, following the signing of a Memorandum of Understanding. President Yoweri Museveni witnessed the agreement, emphasizing Uganda’s priorities for security, revenue assurance, and accountability within the telecommunications sector.

“Our interest is security, revenue assurance. And proper accountability within the telecommunications sector so that we know who is operating and who the customers are,” President Museveni stated, noting Starlink’s commitment to complying with Ugandan laws and regulatory requirements.

This development comes after an earlier suspension of unauthorized Starlink usage in January 2026, which prompted the company to halt operations and align with local legislation. The agreement aims to enhance high-speed internet availability in rural areas, targeting schools and hospitals, and potentially boosting Uganda’s internet penetration rate.

Consumers have frequently cited the high cost and inconsistency of existing domestic internet services as major concerns, with limited competition in the market. The arrival of Starlink is expected to introduce new competition to dominant players like MTN and Airtel.

Previously, the Uganda Revenue Authority (URA) had restricted the importation of Starlink equipment in late 2025, requiring clearance from the Chief of Defence Forces for any importations.
