Starlink Officially Licensed to Operate in Uganda

President Yoweri Kaguta Museveni has overseen a significant development in Uganda’s telecommunications landscape with the signing of a license agreement between the Uganda Communications Commission (UCC) and Starlink, the satellite internet service from SpaceX.
The agreement, finalized at State House, Entebbe, grants Starlink the operational license to commence its services in Uganda. UCC’s Executive Director, Mr. George William Nyombi Thembo, and Starlink’s representatives, led by Mr. Ryan Goodnight, signed the documents, establishing a formal framework for the company’s operations.
President Museveni expressed his satisfaction, highlighting the importance of security, revenue assurance, and accountability within the sector. “Our interest remains security, revenue assurance, and ensuring proper accountability within the telecommunications sector so that we clearly know what is happening with telecom companies and who the customers are,” he stated.
Following the signing, UCC issued Starlink its operational certificate, outlining requirements for compliance with national standards. This includes establishing a national gateway, a physical point of presence in Uganda, and an operational office staffed with technical and legal personnel.
Mr. Goodnight emphasized Starlink’s commitment to making internet access more affordable and accessible in Uganda. “We believe this partnership will lower internet costs and enable more people to join the digital economy,” he remarked. Starlink also intends to support the education and health sectors by donating internet connectivity devices to selected facilities. “We are excited to see the impact this project will make,” Goodnight added.
Dr. Aminah Zawedde, Permanent Secretary at the Ministry of ICT and National Guidance, confirmed that the licensing followed extensive negotiations to ensure compliance with Uganda’s regulatory framework. The agreement underscores Uganda’s dedication to expanding digital connectivity while safeguarding national interests.
This milestone marks a significant step for Starlink’s entry into Uganda’s internet and telecommunications market, promising enhanced connectivity across the nation.
