12th Parliament Kenyas Inaugural Session: 527 MPs Sworn In, Speaker Election Looms

Uganda’s 12th Parliament has officially begun its term, with a total of 527 Members of Parliament (MPs) successfully taking their oaths. The three-day swearing-in ceremony, which concluded on Friday, May 15, 2026, saw the Parliament grounds alight with color and celebration as the new legislators prepared to embark on their duties.
Of the 527 MPs, a significant majority – 397 – are new faces in the Legislature. This group includes representatives for special interest groups such as youth, the elderly, workers, and the Uganda People’s Defence Forces (UPDF), alongside returning members who previously served. Notably, some MPs are making a comeback after extended absences, including Hon. Nobert Mao and Hon. Chrispus Kiyonga.
The new Parliament comprises several new entrants from various special interest categories. For instance, three new MPs will represent workers, while seven of the ten UPDF representatives are new to the House. Similarly, within the representatives for Persons with Disabilities, most are returning members, with one new addition.
New members have already articulated their legislative priorities. Hon. Fiona Nakku aims to advocate for a salary review board, while Hon. Jacqueline Mbabazi is committed to being a strong voice for the elderly. Hon. Laura Kanushu intends to push for increased budgetary allocations for persons with disabilities and ensure the implementation of protective laws.
The outgoing Deputy Speaker, Thomas Tayebwa, commended the 11th Parliament for its achievements, including the passage of critical bills like the Petroleum Supply Amendment Bill and the Organ Donation and Transplant Law. He expressed hope that the 12th Parliament will build upon this foundation.
Following the swearing-in, the first official sitting of the 12th Parliament is slated for May 25, 2025. During this session, the crucial election for the Speaker and Deputy Speaker will take place, presided over by the Chief Justice or a designated judge.
One legislator, Hon. Michael Bukenya, was absent for the swearing-in and is expected to take his oath at a later date. The proceedings were marked by enthusiastic crowds of supporters outside Parliament, while security and traffic management ensured order.
