11th Parliament Under Fire for Lavish Spending and Scandals

The 11th Parliament, which recently concluded its term, has been heavily criticized by the public and media for alleged financial impropriety and controversial decisions. While outgoing Speaker Anita Among lauded the House’s performance, her assessment stands in stark contrast to the public’s perception.
Recent reports highlighted Speaker Among’s acquisition of a Shs3.4 billion Rolls-Royce Cullinan, sparking outrage and questions about the source of her wealth. This follows the unveiling of a lavish mansion and a UK property inquiry, though she was cleared by the Inspector General of Government.
The Parliament also drew criticism for banning Nation Media Group (NMG) from covering its proceedings and accessing the House since October last year, with no clear explanation provided to date.
Allegations of bribery have also surfaced, with a Shs100 million payment to MPs for passing a supplementary budget being a key point of contention. While some MPs admitted receiving the funds, many opposition members distanced themselves from it.
Further controversies include allegations of a Shs40 million bribe to MPs to pass another supplementary budget, and the National Unity Platform’s unsuccessful attempt to recall its member, Henry Mpuuga, from his Parliamentary Commissioner post over an alleged Shs1.7 billion service award.
Lawmakers were also denied access to the Lubowa Specialized Hospital construction site, and a report by the COSASE committee implicating Uganda Airlines officials in financial irregularities was blocked from being tabled by Speaker Among.
Despite initiating regional sittings to connect with citizens, the Parliament faced numerous other challenges, including debates on retirement benefits, handling of detainees, overseas trips, and delays in the construction of its new building.
