Rukungiri NRM Mobilizers Demand Shs200 Million in Unpaid Election Allowances

A group of National Resistance Movement (NRM) party mobilizers in Rukungiri District is demanding Shs200 million in outstanding allowances from the 2026 General Election campaigns.
The mobilizers claim they were hired by Ms. Peace Rugambwa, Senior Presidential Advisor on Agriculture, to campaign for President Museveni and other NRM candidates but have not received their promised payments.
According to the group’s chairperson, Ms. Peruth Nimusiima, the mobilizers were engaged for a 15-day door-to-door campaign starting in December 2025. They allege that the funds released for their work were misappropriated. Ms. Nimusiima stated that eight district-level mobilizers alone are each seeking Shs10 million.
The grievances are not limited to Rukungiri. Mr. Collins Mumpe, a mobilizer from Mitooma District, indicated that the issue affects staff across 12 districts in Southwestern Uganda. He further accused Ms. Rugambwa of orchestrating “fake” political defections by printing counterfeit party cards for opposition parties to create a false impression of mobilization.
One resident, Mr. Richard Turyabira, recalled a similar incident from a decade ago involving Ms. Rugambwa, where money collected from locals for promised materials allegedly disappeared. The mobilizers are now appealing directly to President Museveni for intervention, as they claim Ms. Rugambwa has ignored their calls and demands.
Efforts to get a comment from Ms. Rugambwa were unsuccessful, as she reportedly refused to respond to calls and messages from the reporter.
