Mbale Residents Cry Out Over Unchecked Noise Pollution from Nightclub

Mbale City is grappling with a escalating noise pollution crisis, primarily stemming from unregulated bars and entertainment venues operating within residential and commercial zones. This has led to significant disturbances for local communities and institutions.
A particular point of contention is a discotheque in the Senior Quarters area, which began operations in late 2025. Since then, it has reportedly been playing loud music from Wednesday to Sunday, often from 9 PM until 6:30 AM the following morning. This excessive noise is deemed incompatible with a residential neighborhood and disruptive to nearby sensitive facilities like Mt. Elgon Hospital, impacting patient recovery and healthcare delivery.
Despite previous attempts by the National Environment Management Authority (NEMA) to confiscate sound equipment, operations allegedly resumed with even greater volume. This raises serious questions among residents about whether the establishment is operating outside the law and beyond the reach of regulatory bodies. Concerns have also surfaced regarding the alleged lack of an Environmental Impact Assessment and the possibility that the license obtained was for a restaurant, not a discotheque.
The impact extends beyond mere inconvenience. Residents report sleep deprivation, emotional distress, reduced productivity, and anxiety. The hospitality industry has also suffered, with nearby hotels experiencing a decline in bookings due to the disruptive noise.
Affected parties, including the neighbouring community and institutions, are calling for urgent intervention from NEMA, Mbale City Council, the Ministry of Local Government, and law enforcement. They are requesting an independent investigation into the establishment’s operations, verification of compliance with environmental and licensing laws, and strict enforcement of noise pollution regulations.
Furthermore, calls are being made to hold accountable any public officials found to have neglected their duties. Recommendations include restricting entertainment operating hours, enforcing soundproofing measures for establishments near sensitive areas, and ensuring proper public consultations before approving such venues. The Mbale community seeks orderly urban development that prioritizes public health, environmental standards, and the rule of law.
